Programme Evaluation

What is programme evaluation?

Programme evaluation isthe systematic collection of information about the activities, characteristics, and outcomes of a programme to:

  • be accountable to funders
  • make judgements about the programme
  • improve the programme
  • inform decisions about future programme development

Evaluations should be planned alongside programme implementation.

What do we do?

The HSR team is closely involved in the programme evaluation of key proof-of-concept projects that are piloted at CGH and SingHealth. Findings from these evaluations have enabled relevant stakeholders, including clinicians, to understand the clinical impact of these programmes on patient care, as well as to continually improve on the programmes to achieve better outcomes.

Method Type Aim Examples of Past Programme Evaluations
Quantitative
  • Administrative (programme/ hospital/ cluster/ national) databases
  • Surveys
  • To study programme implementation processes: coverage, reach, acceptance
  • To study programme outcomes
  • Community nurse home
  • Community palliative care
  • Eastern Community Health Outreach (ECHO) programme
  • GPFirst
  • Health management unit – diabetes mellitus
  • Health management unit – chronic obstructive pulmonary disease
  • Health failure telemonitoring programme
  • Hospital to Home (H2H)
  • Primary Care Network (PCN)
  • Transition care
  • Teledentistry
  • ValuedCare heart failure programme
  • ValuesCare hip fracture programme
Qualitative
  • Document analysis
  • Passive/Participant observations
  • Focus group discussions (FGDs)
  • In-depth interview (structured/ semi-structured)
  • Theory of change or logic development
  • To study programme implementation: feasibility, adoption fidelity, and sustainability
  • To provide explanation for (variation) programme effects
Economic evaluation
  • Cost-minimization analysis
  • Cost-effectiveness analysis
  • Cost-utility analysis
  • Assessment of the cost-effectiveness/efficiency of a programme relative to a comparator
