Dr Yoong Chee Seng joined Toa Payoh
Hospital in 1994 and
continued his career with CGH when TPH shifted to Simei.
Dr Yoong came from Kuala Lumpur in Malaysia in 1982 as an
Asean Scholar studying at National Junior College. He started
medical school in National University of Singapore in 1984
and obtained his MBBS in 1989. He went on to receive a
postgraduate anaesthesia degree from NUS (MMed
Anaesthesia) in 1994, and completed his Advanced training
in 1998.
At CGH, besides providing anaesthesia service for surgery,
Dr Yoong also runs a Pain Clinic twice a month on Thursdays.
He sees chronic pain patients of all kinds, but especially
patients with chronic back and neck pains; and patients with
various nerve-related pains (called neuropathic pains which
can arise from diabetes, strokes, or spinal cord injuries).
He also helps coordinate the Acute Pain Service (APS), which
looks after the pain management for patients who had major
surgery. These surgeries involve more post-op pain and the
APS tries to reduce the pain intensity for such patients to
help smoothen the post-op recovery process.
Together with a registrar, Dr Yoong also sees patients referred
by other doctors for Pain Management ie. both Acute Pain
Management problems and referrals for Chronic Pain.
Dr Yoong's interest in managing pain started when he did
his training in 1998 at Sir Charles Gairdner Hospital in Perth
Western Australia. Initially, he underwent training in Acute Pain
Management
which was headed by Dr Dermot Murphy from the Anaesthesia dept
there. He also trained in Chronic Pain Management in the same hospital
headed by Dr Roger
Goucke. He is grateful to all his mentors for their kindness,
enthusiasm and inspirational teaching. Locally, he also counts
Dr Koay Choo Kok, CGH's Chief of Anaesthesia, Dr Wong
Loong Tat from SGH and Dr Low Tut Choon from AH as his
inspirational teachers.
While juggling his time at work between anaesthesia in the
operating theatre and seeing Pain Management patients is sometimes
difficult, Dr Yoong is thankful for all the help given by his fellow
anaesthesia staff members who cover for him
during the times he was away seeing the Pain Management
patients.
Although the role of pain management has been boosted
by the recent JCI accreditation process, Dr Yoong wants to
raise the profile of pain management even further by
continuing staff and patient education about pain
management, and improving the standards of pain
management in the hospital.

When one of our Anaesthesia Associate Consultant return
from her HMDP training in Pain Management in Jan 2006,
we will expand the Chronic Pain Clinic by increasing the
number of clinic sessions per month; perform more
sophisticated chronic pain nerve blocks and procedures; and
initiate comprehensive pain management programmes," said
Dr Yoong.

Dr Chan Kwai Onn
was promoted to Consultant. Dr Chan joined
CGH in January 2003 as Associate Consultant with he Ear Nose
and Throat (ENT) Division. Dr Chan received his MBBS from NUS
in 1993 and FRCS in May 1999. He completed his advance
surgical training in 2002.
Dr Chan went into ENT because he liked the challenge of
managing the wide spectrum of surgical and medical problems
in the ear, nose, throat and head & neck area.
Dr Chan chose to sub-specialise in endoscopic sinus surgery
because sinonasal problems are extremely common and there
have been many exciting advances in this area. He did his HMPD
training on endoscopic sinus and skull based surgery at St Paul's
Sinus Centre, Vancouver, Canada from Aug 2003 to July 2004.
Applying his knowledge after his return, Dr Chan started a Sinus
Clinic at CGH on 24 June 2005. The Sinus Clinic provides a
comprehensive management of sinonasal conditions. Patients
with sinonasal conditions (e.g. sinusitis, nasal polyposis, severe
allergic rhinitis, epistaxis, etc) will benefit from having a onestop
service to manage and coordinate their investigations and
treatment. Patients with complicated sinus conditions will also
be referred to the ENT surgical experts.
The incidence of allergic rhinitis is increasing in Singapore. But
what is commonly known as 'sinus' to many people is actually
allergic rhinitis and the symptoms include sneezing and a runny
nose with clear mucus. Sinusitis, however, is an infection of the
sinuses, and the symptoms may be similar to allergic rhinitis
but some distinguishing features include headaches and
coloured nasal discharge.
Dr Chan advised, "Even though sinusitis is not a preventable
disease, early recognition and treatment gives a high chance
of cure. Therefore, if your 'flu' had not resolved despite a few
visits to your family physician, you should consider seeing an
ENT specialist to exclude sinusitis or other sinonasal conditions.
You should also see an ENT specialist if you have a persistent
nose-bleed or a lump in the neck as these can be symptoms of
nose cancer."
The Sinus Clinic operates at Specialist Clinic R every Friday from
9.00am to 5:00pm.
