People

Changi General is the first hospital and amongst
the first 23 organisations to be awarded the People Developer
Award by the Productivity and Standards Board (PSB). Launched
in 1998, this award is the national standard for human resource
development. As a People Developer, CGH received special support
and assistance from Productivity and Standards Board and other
agencies for our staff training efforts.
The Hospital's unique features in human resource
development include a Training Council and a Quality Steering
Committee to evaluate training and development plans and policies.
Each staff job group in the Hospital has a training road map that
is appropriate to his needs. For 1998, the Hospital spent $2 million
on training, which is 4.5 percent of its payroll. |

| Model
Healthcare Worker Award
The National Trade Union Congress (NTUC) and
Ministry of Health awarded selected workers in the healthcare
industry with the Model Healthcare Worker Awards 1998. This is
in recognition of their dedication to providing quality healthcare
to the public. Changi General is privileged to have five of its
staff selected for the award and commended for their dedication
and commitment to their work. They are Mr Mohd Tahir Bin Jumat
of Rehabilitation Department, Senior Staff Nurse Zawiah Bte Hussin
of Ward 36, Staff Nurse Kaneswary d/o Kanoasamy of Ward 37 and

Years Outstanding SHARE Programme Award
The spirit of giving continues to be strong among
hospital staff. Especially when there is an over 95 percent employee
participation rate for the Community Chest's SHARE (Social Help
and Assistance Raised by Employees) programme 1998. Through the
programme, a portion of the participating staff's monthly wages
is automatically donated to over 50 charitable organisations that
the Community Chest helps fund. In recognition of our contribution,
Changi General was awarded the 5 Years Outstanding SHARE Programme
Award in 1998 |
| |
| National Training Award
Changi General is the winner for the 1997 National
Training Award in the service sector category. With rapid advancement
in medical science and technology, it is crucial that CGH staff
keep up with current knowledge and skills and to provide quality
care and service to our patients. The Hospital ensures that on
average, each staff devotes 10 days in a year, or more than 80
hours, to training. In 1999, this training target is 14 days.
The unique features in CGH’s training programmes include a two-day
comprehensive orientation programme for all new staff which helps
them to quickly understand and settle into the work environment
and also to develop good working relationships with their colleagues.
Another feature is the availability of in-house clinical instructors,
who plan and implement daily programmes for nursing staff. CGH
has also replaced all non-structured on-the-job training (OJT)
with structured OJT in 1996. Furthermore, the Hospital holds a
Quality Convention twice a year to award and recognise staff and
departments that have provided excellent service through training
and can look forward to career advancement. |
| |
| Structured OJT Launched
CGH launched the Structured OJT programme at
our Quality Convention on 1 November 1996. The Singapore Productivity
and Standards Board’s Chief Executive Officer, Mr Lee Suan Hiang,
who was also the guest speaker, graced the event. In addition,
CGH was also recognised as an OJT model company for healthcare
services in August 1996. As an OJT model company, the Hospital
will be sharing with the healthcare industry its blue prints while
developing structured on-the-job training for all staff in outlying
services. Under the Structured OJT scheme, staff at CGH will learn
by observing job specific demonstrations conducted by their supervisors;
practise skills under the guidance of their supervisors; study
learning materials to reinforce the demonstrative learning and
contact their supervisors between learning sessions when they
have difficulties. |
| |
| Certified OJT Centre
CGH was declared a "Certified OJT Centre" by
ITE (Institute of Technical Education) in October 1997. Structured
On-the-Job Training was implemented in CGH in 1990 and has since
provided many new staff with the opportunity to gain hands-on
training and adapt to the new environment. With structured OJT,
every key point in the training process is documented. This minimises
discrepancies in the training format and procedures are standardised.
The standard operation procedures for error-free work is prepared
as training syllabus and are passed on to new workers to complement
the guidance of more experienced staff and supervisors. |
| |
| Care
& Share Awards
Community Chest presented Changi General Hospital
with two awards on September 1996. The first award is the "Pacesetter
Organisation" presented by Prime Minister Goh Chok Tong as CGH
was one of 32 "Pacesetter Organisations" that pledged and achieved
at least a 30 per cent increase in either employee participation
rate or monthly contribution to the SHARE programme. The second
is a Platinum Award presented by President Ong Teng Cheong for
outstanding contribution to the SHARE programme and in recognition
of CGH’s corporate staff effort. |

| First Health Care Assistant Course
Certified by the Institute of Technical Education
19 health attendants from Changi General Hospital
attended the first Health Care Assistant Course and received an
NTC-3 Semi-Skilled Certificate conferred by the Institute of Technical
Education (ITE) at a graduation ceremony held on 26 January 1999.
This innovative programme enabled hardworking and dedicated attendants
to upgrade themselves so that they can assist the doctors and
nurses in treatment procedures. They were trained in basic human
anatomy and physiology, basic nursing, infection control and many
procedures in the ward. They are now able to take temperature,
do urine tests and change oxygen cylinders. This course was organised
in the Hospital, as it is an approved training centre of ITE.
The course is also supported by Skills Redevelopment Programme
(SRP). The objective of multi-skilling and upgrading of healthcare
workers form part of the Hospital’s efforts in retraining workers
and making them higher skilled and more employable. As a learning
organisation, Changi General places emphasis on continuous improvement
to provide better quality patient care.

| Singapore Quality Class
On 16 July 1997, CGH received its membership
to the SQC from Mr Lim Boon Heng, Minister without Portfolio.
The SQC scheme is based on the Singapore Quality Award (SQA) framework.
This framework provides a comprehensive model of business excellence
and comprises of seven categories. These seven categories are
Leadership and Quality Culture, Use of Information and Analysis,
Strategic Planning, Human Resource Development and Management,
Management and Process Quality, Quality and Operational Results,
Customer Focus and Satisfaction. The Hospital’s admission into
the SQC is another step forward on its Quality Journey. CGH has
been using the SQA as a framework to guide our quality efforts
and aligned it with our philosophy to benchmark against the best
in the world. |
